How is e-justice from within? In the technological sculptures of a large-scale project currently being carried out in Moscow, the correspondent CNews has sought to understand.

The developers of the Integrated Information System of Courts of Common Jurisdiction (ISIC) compare the project architecture with a living organism: a data centre, a heart, 12 IT subsystems, blood vessels. The objectives of the project, to which the International Bank for Reconstruction and Development (IBRD) has allocated $40.8 million, are in line with judicial reform: creating equal conditions for access to justice, increasing the transparency of proceedings, and ensuring high enforcement of decisions.

" The uniqueness of the project is that, in a short time frame, a vast array of systems will be built, accompanied and complementary. Deep analytical work was carried out for each of them. The ideas put forward in the draft have already given rise to technical requirements. " The Deputy Director-General of Crock, speaking with the State of Tatiana Tolstov.

The potential number of external users is estimated by millions. The number of cases reviewed annually in the capital is comparable to that of the average statistical European country. Within the judicial system, 5,000 staff members are affected.

Virtualized and energy-efficient

The data-processing centre (CDC) was the foundation of a single technology platform and the link of all project elements, with an area of about 200 square metres in the former Moscow Archive. It was launched in December 2015. It's now 20 feet and the total memory is 1, 5 petabaytes. In the case of power cuts, the RCD will be able to operate within an hour without any malfunction. It has 2,300 processor nucleus, and more than 300 virtual servers have been deployed on the virtualization platform, implementing infrastructure services, information security and Moshorsud and district courts. The high degree of virtualization has seriously saved the resources of the Moscow City Court and simplified the management of the entire system. The operational memory is 24 Tbyte.
